Deputy Chief Commissioner responsible for training and programmes of the Scout Association of Guyana, Mrs. Zaida Joaquin, has been appointed a Consultant to the World Organization of the Scout Movement (WOSM) effective April 2018 and in this regard, recently completed her first training exercise.
The WOSM Consultants comprise a pool of highly-skilled and committed volunteers and staff, who
are expected to contribute to delivering support to 169 National Scout Organizations (NSOs)
through the WOSM Service Model. Joaquin was highly recommended by the Regional Chairperson and Regional Director for the position based on her skills, knowledge, previous experiences and current role in Scouting. She will be involved in the area of Communications and Partnerships.
WOSM Consultants are provided with the opportunity to undergo extensive training, coaching and mentoring and are exposed to generic consultancy competencies. They are also trained in a few specific service areas.
The Service Model is WOSM’s way of strengthening the capacity of NSOs to deliver better Scouting to more young people worldwide. It is currently composed of 12 services: Youth
Programme, Youth Engagement, Adults in Scouting, Safe from Harm, Better World Framework, Diversity and Inclusion, Spiritual Development, Scouting and Humanitarian Action, Good Governance, Global Support Assessment Tool, Communications and Partnerships.
Each of the services provides a range of resources to NSOs from policies, toolkits and guidelines to e-learning courses and in-person support (both online and through on-site visits) and events such as workshops and training. These resources include not only those produced and provided by Scouting at world and regional levels but also NSO best-practices and relevant external resources. Each service area is expected to expand overtime both in scope and the type of support offered to NSOs.
Each participant of the training is expected to commit to delivering at least one service to one NSO in the year following the training in order to obtain full certification as a WOSM Consultant.
Additionally, Consultants play a key role in providing targeted support to NSOs and are appointed for a three-year period with movement from one World Scout Conference to another.
The WOSM Service Model streamlines the way in which services to NSOs are delivered, in order to achieve sustainable growth across the Movement through targeted support to NSOs.
Ms. Joaquin is the only Scout leader from the Caribbean region to be appointed a WOSM
consultant. On September 20, 2013 she became the first Guyanese to be elected as a member of the Inter-American Scout Committee, World Scout Bureau for the Inter-American Region which is made up of all the National Scout Associations recognized by WOSM and located in North, South and Central America as well as the Caribbean.
